    THE CREATION OF THE NEW COMMAND - THE UNITED STATES MILITARY ASSISTANCE COMMAND - WAS ANNOUNCED BY PRESIDENT KENNEDY THE PREVIOUS WEEK TO CONFRONT COMMUNIST ACTIVITY IN SOUTH VIETNAM.

    GENERAL HARKINS WAS DEPUTY CHIEF OF STAFF OF THE U.S. ARMY IN THE PACIFIC AND FORMER COMMANDER OF THE 45TH AND 24TH INFANTRY DIVISIONS IN KOREA. AT THE AIRPORT, GENERAL HARKINS INSPECTED A GUARD-OF-HONOUR DRAWN FROM CRACK UNITS OF THE SOUTH VIETNAMESE ARMY, NAVY AND PARATROOPS.

    REPORTS FROM SAIGON, FEB 17, SAID THREE U.S. DESTROYER ESCORTS UNDER THE UNITED STATES SEVENTH FLEET WERE ON THE WAY TO PATROL SOUTH VIETNAM'S COASTS TO INTERCEPT BOATS SMUGGLING ARMS AND MEN TO THE VIET-CONG GUERILLA FORCES INSIDE SOUTH VIETNAM.
