Background: TEL AVIV AND JERUSALEM: ISRAEL

Ariel Sharon stepped down on February 13 as Israeli Defence Minister--a position only second to that of Prime Minister Menachem Begin. He said farewell to his generals, soldiers and defence ministry employees at a gathering in the Ministry rose garden in Tel Aviv. Mr. sharon's resignation followed a judicial inquiry's finding that Israel had played an indirect role in the massacre of 700 to 800 Palestinians at the Sabra and Shatilla refugee camps in Beirut last September--an allegation which Mr. sharon uncomprisingly rejected once again at his farewell speech. Mr. Sharon said the findings constituted a "blood libel" which would leave "the mark of Cain" on Israel for generations. Mr. Sharon was defence minister for 18 months, during which he spearheaded Jewish settlement in occupied Arab land and launched the seven-month long Lebanon war, aimed at destroying the Palestine Liberation Organisation as a fighting force. As Mr. Sharon spoke to the crowd of several thousand, Prime Minister Begin announced to the Knesset (parliament that fellow hardliner Moshe Arens, Israel's United States Ambassador, was to become the new Defence Minister. Fifty-seven-year-old Mr. Arens was sent to Washington a year ago and has similar views to Mr. Sharon and is expected to continue his uncompromising policies. Mr. Begin will hold the Defence portfolio until Mr. Arens appointment is confirmed in parliament. Mr. Sharon will continue in the cabinet as a minister without portfolio.
