Dr. Hastings Banda, President of the Malawi Congress Party - which demands Nyasaland's secession from the White-dominated Federation of Rhodesia and Nyasaland - held a political rally at Kota Kota, Nyasaland, June 13. He was accompanied by aides Orton Chirwa and Chiume, and local Malawi officials Kapalanga and Khofi Phiri. This is one of a series of political meetings Dr. Banda is addressing in the Northern and Central Provinces.
His tour coincides with the June 16 ending of the 15-month State of Emergency, under which Dr. Banda and 1,300 members of the Nyasaland African Congress were detained. Only about 50 Africans are still held, but their immediate future may determine the fate of Nyasaland.
Dr. Banda was invited to attend a Nyasaland Constitutional Conference, July 25, in London, but he has expressed "discontent and dissatisfaction" with its proposed constitution. When he returns from his political tour he will hold meetings with the Nyasaland Government; if the detainees include any of the lieutenants he wishes to have with him in London he may not attend.
