    Background: THE COMMON MARKET'S COUNCIL OF MINISTERS TODAY (FRIDAY) INSTRUCTED ITS EXECUTIVE COMMISSION TO DRAW UP A FULL REPORT BY OCTOBER ON THE POSSIBILITY OF SPAIN'S ASSOCIATION WITH THE COMMON MARKET. THE COUNCIL OF MINISTERS WAS MEETING ION BRUSSELS SIMULTANEOUSLY WITH THE AGRICULTURE MINISTERS OF THE SIX MEMBER COUNTRIES.

    THE FOREIGN MINISTERS' MEETING WAS URGENTLY AWAITING AGREEMENT AMONG THE AGRICULTURE MINISTERS ON A FARM PACKAGE DEAL. THIS WOULD HAVE ENABLED THEM TO WORK OUT THEIR COMMON POSITION ON AGRICULTURAL PRODUCTS IN THE KENNEDY ROUND OF TARIFF-CUTTING NEGOTIATIONS IN GENEVA. THESE HAD BEEN STALLED FOR MANY MONTHS BECAUSE OF LACK OF AGREEMENT AMONGST THE COMMON MARKET COUNTRIES ON THE OFFERS FOR FARM PRODUCTS WHICH THEY MUST TABLE.

    THE DECISION ON SPAIN'S POSSIBLE ENTRY CAME AFTER A REPORT BY M. JEAN REY, A MEMBER OF THE COMMISSION, ON HIS MEETING WITH THE SPANISH AMBASSADOR TO THE EUROPEAN COMMUNITIES, SENOR ALBERTO ULLASTRES CALVO. M. REY TOLD THE COUNCIL IT WAS APPARENT SPAIN WAS LOOKING FOR AN ASSOCIATION WITH THE MARKET ON THE GREEK MODEL, PROVIDING FOR CUSTOMS UNION, FREE MOVEMENT OF GOODS AND LABOUR, HARMONISATION OF ECONOMIC POLICIES AND INVESTMENT AIDS.

    THE GERMAN AND ITALIAN MINISTERS SAID IT SHOULD BE MADE CLEAR THAT ANY AGREEMENT SHOULD BE OF A PURELY ECONOMIC NATURE, WITH NO POLITICAL UNDERTONES. EXPLORATORY CONVERSATIONS BETWEEN THE COMMON MARKET COMMISSION AND SPAIN WERE BEGUN AT HE END OF 1964, BUT THEY STOPPED SHORT OF FORMAL NEGOTIATIONS. IN THE PAST SEVERAL COMMON MARKET GOVERNMENTS, PARTICULARLY HOLLAND AND BELGIUM, HAVE EXPRESSED OPPOSITION TO AN ASSOCIATION AGREEMENT WITH SPAIN FOR POLITICAL REASONS, WHILE ITALY HAS BEEN AGAINST IT ON ECONOMIC GROUNDS.

    THE COMMISSION WAS AGAIN HEADED BY DR WALTER HALLSTEIN, AND HIS POSSIBLE RE-ELECTION WAS ON THE AGENDA.
