    Somali Vice-President Major General Hussein Kulmie A??? arrived in France on Thursday (1 December) to discuss possible French aid for his country. He said his visit was part of a goodwill tour of four European countries.

    SYNOPSIS: On Friday, General Kulmie visited the Elysce Palace in Paris, where he was to meet with French President Valery Giscard d'Estaing, and Foreign Minister Louis de Guiringeud. Until recently Somalia was more closely aligned to Communist countries, and received aid from the Soviet Union. But last month, the country's leader, President Siad Barre, broke off a friendship treaty with Moscow, and expelled Soviet and Cuban advisers. He is convinced the Soviet bloc and the Cubans are planning with Ethiopia to invade Somalia, and that Soviet strategy is to colonise the Horn of Africa. Somali's fear of a possible invasion has led to renewed requests for arms from Western countries for its fight against Ethiopia in the war over territorial claims in the Ogaden region.

    Official French sources said General Kulnie was to discuss economic and military aid in his talks with Monsieur de Guiringaud. Last year, France, with Britain and the United States, postponed supplies of arms to Somalia because of the Ogaden war/ But the sources say France may now be prepared to give economic assistance following the expulsion of Soviet and Cuban advisers from Somalia.
