    THE POLICE USED TEAR-GAS TO DISPERSE A FIGHTING CROWD IN JOHANNESBURG MAY 24, AFTER A SHOUTING MOB, MAINLY YOUTHS, LAUNCHED THEMSELVES UPON A PROCESSION OF PROTEST AGAINST THE SOUTH AFRICAN GOVERNMENT'S "SABOTAGE BILL" NOW BEING DEBATED IN PARLIAMENT. SIMILAR PROTESTS WERE HELD SIMULTANEOUSLY IN OTHER PARTS OF THE REPUBLIC.

    LED BY MINISTERS OF VARIOUS RELIGIOUS DENOMINATIONS AND A MUFFLED DRUM, THE PROTEST PROCESSION ASSEMBLED AT THE SCOTTISH MEMORIAL AND MARCHED IN SILENCE TO THE CENOTAPH (WAR MEMORIAL). ON THE WAY THEY WERE JOINED BY NEARLY 2,000 STUDENTS OF WITWATERSRAND UNIVERSITY, SWELLING THE TOTAL TO ABOUT 6,000. DURING A PRAYER AT THE CENOTAPH, THE SCREAMING ROWDIES ATTACKED WITH FISTS, TOMATOES, AND EGGS. POLICE TRIED TO BREAK THEM UP. BUT WERE FORCED TO RESORT TO TEAR-GAS. A 15-YEAR OLD BOY WAS INJURED WHEN A TEAR-GAS GRENADE EXPLORED NEAR HIS FACE.

    FEARS THAT THE FREEDOM OF THE INDIVIDUAL IS BEING UNDERMINED BY THE TREMENDOUS POWERS THE MINISTER OF JUSTICE WILL HAVE UNDER THE BILL IS CAUSING THE GREATEST STORM OF PROTEST SOUTH AFRICA HAS SEEN IN YEARS. STUDENTS AT THE NUMBER OF UNIVERSITIES ARE PROMINENT IN THE PROTEST MOVEMENT SWEEPING THE COUNTRY.

    IN THE HOUSE OF ASSEMBLY MAY 24 OPPOSITION SPEAKERS WENT ON INTO THE NIGHT IN THEIR EFFORTS TO MAKE THE GOVERNMENT CHANGE ITS MIND. IT WAS THE FOURTH DAY OF THE BILL'S SECOND READING, AND AS PRIME MINISTER VERWOERD'S NATIONALIST PARTY HOLDS A MAJORITY OF FIFTY, IT IS THOUGHT THAT HE WILL SUCCEED IN HIS DRIVE TO OBTAIN THE WIDEST POLICE POWERS IN SOUTH AFRICA'S PEACE-TIME HISTORY. UNDER THE BILL SENTENCES RANGING FROM FIVE YEARS TO DEATH CAN BE IMPOSED AFTER CONVICTIONS FRO POSSESSING AN UNLICENSED FIREARM, STRIKING, OBSTRUCTING TRAFFIC, TRESPASS, DAMAGE TO PROPERTY, AND OTHER OFFENCES.
