    Signor Franco Maria Malfatti, President of the European Economic Community Commission, arrived in Tokyo on Saturday for a week-long visit to Japan.

    On Friday, Mr. Tsyuyoshi Hirahara, director of the Foreign Ministry's Economic Affairs Bureau, said Japan would be proposing regular Cabinet-level consultations between Tokyo and the Common Market.

    But he pointed out that these might be difficult to achieve while the EEC was going through a period of adjustment. Japan therefore hopes consultations might begin at once at a lower level and be promoted later to cabinet level.

    Also under discussion would be the EEC plan to open a liaison office in Tokyo later this year, Mr. Hirahara said.

    SYNOPSIS: The President of the European Common Market Commission, Signor Franco Malfatti, arrived in Tokyo on Saturday for a week-long visit to Japan.

    Signor Malfatti is in Japan as a guest of the Government, and a high-level official party greeted him on his arrival. Japanese officials said his visit was not for negotiations, but to promote friendship between Japan and the European group. But they were expected to discuss the proposed new trade pact which has been under negotiation for the past two years.

    The Japanese also said they hoped to arrange regular consultations with the Common Market, eventually to be held at Cabinet level twice a year. Another talking-point is the Market's liaison office due to open in Tokyo later this year.
