    President Carter of the United States and 14 other leaders of the North Atlantic Treaty Organisation have begun meeting in Washington to map strategy to face the challenge of growing Soviet Military power in Europe at a time of rising tension over Soviet-Cuban penetration of Africa.

    SYNOPSIS: These were points raised by President Carter on Tuesday (30 May) when opening the conference at the John F. Kennedy Cultural Centre where the Conference is being held.

    The Secretary General of NATO, General Joseph Luns also addressed the conference.

    Before the opening session, President Carter held private talks with the West German Chancellor Helmut Schmidt. In front of the conference is a ten point long term defence programme as well as the consideration of several sets of East-West arms control and disarmament negotiations.
