    Background: MEXICO, MEXICO CITY

A United Nations conference on population has been marked by a bitter dispute over a resolution condemning Israel. The main committee of the 148-nation conference in Mexico City supported a motion which was critical of Israel's policy of establishing settlements in occupied territory. The move came despite attempts by the US and the Israel delegations to have deleted any reference to the question of settlements. A compromise proposal by the UN Secretary General - Javier Perez De Cuellar - was rejected by the two nations. Speaking on the 13/8, the Secretary General said that a start had been made on tackling the world's population problems but that a solution was still a long way off. He said that the meeting was taking place at a time of acute political tension and a major growth in military expenditure. He hoped that member states would work to reduce their defence spending and what he called the mistrust which went with it. The conference opened on the 6/8 and has been marked by sharp delegates. The meeting was called to review and amend world population policies.
