  • Description

OFFICIALS AT DAVENPORT, IOWA, DECIDED ON TODAY'S BLACKENING OPERATION AFTER A SUCCESSFUL TEST OF THE TECHNIQUE YESTERDAY. A HELICOPTER, LOADED WITH CHARCOAL POWDER, DUSTED A STREAK ALONG THE SURFACE OF THE TEN-MILE LONG ICE JAM. AUTHORITIES BELIEVE THE DARKENED SURFACE WILL HOLD THE SUN'S HEAT, AND SPEED UP MELTING OF THE ICE JAM. TODAY, MORE HELICOPTERS WILL USE OF SAME TACTICS TO TRY AND DISLODGE THE ICY PLUG WHICH IS STUCK IN A NARROW CHUTE OF THE MISSISSIPPI RIVER BED.

UPSTREAM OF THE ICE JAM, THE MISSISSIPPI IS TWO FEET ABOVE FLOOD STAGE AT DAVENPORT, AND ABOUT 400 PEOPLE HAVE BEEN EVACUATED FROM LOW-LYING HOMES.

ENGINEERS SAY THE ICE JAM IS TOO THICK AND TOO LONG HIT UPON THE DYNAMITE, SO AUTHORITIES COMBINATION OF BLACK POWDER AND SLIGHTLY WARMING TEMPERATURES TO GET THE RIVER MOVING AGAIN.

IF THE ICE-DUSTING TECHNIQUE FAILS, TWO RE-INFORCED BARGES WILL BE USED TO RAM THE ICE, AND TRY TO BREAK IT INTO CHUNKS WHICH WILL FLOAT DOWNSTREAM.

    BUD DANCY, NBC NEWS, REPORTING.
