WE IN NIGERIA ARE FOLLOWING WITH KEEN INTEREST THE STEPS THE NATIONAL LIBERATION COUNCIL IS TAKING TO RETURN TO CIVILIAN ADMINISTRATION. IT IS OUR FERVENT HOPE AND PRAYER THAT THE CIVILIAN GOVERNMENT THAT WILL EMERGE WILL USHER IN A PERIOD OF PROSPERITY, STABILITY AND HAPPINESS FOR GHANA AND ITS PEOPLE. YOUR SUCCESSFUL TRANSITION FROM MILITARY TO CIVILIAN RULE WILL NO DOUBT PROVIDE USEFUL GUIDELINES TO MANY A COUNTRY IN AFRICA IN THE FUTURE. AS YOU ARE AWARE, IT IS ALSO OUR ULTIMATE GOAL TO RESTORE CIVILIAN RULE TO THIS COUNTRY." (APPLAUSE)

HE WOULD NOT, HOWEVER, ON HIS DEPARTURE TODAY CONFIRM OR DENY THAT HE HAD DISCUSSED PEACE MOVES TO END NIGERIA'S CONFLICT WITH THE BREAKAWAY REGION OF BIAFRA.

    WHEN HE FLEW INTO LAGOS AIRPORT AT THE BEGINNING OF HIS VISIT, BRIGADIER AFRIFA WAS GIVEN A CEREMONIAL WELCOME. HE EXCHANGED PUBLIC GREETINGS WITH MAJOR-GENERAL GOWON, WHO HAD COME TO THE AIRPORT TO MEET HIM. MAJOR-GENERAL GOWON INTERPRETED HIS VISITOR'S PRESENCE AS SUPPORT FOR HIS GOVERNMENT AND EXPRESSED HIS GRATITUDE FOR HIS PEACE-MAKING EFFORTS. IN HIS REPLY, BRIGADIER AFRIFA PROMISED TO CONTINUE THESE EFFORTS.

    BRIGADIER AFRIFA--WHO WAS ACCOMPANIED BY HIS FOREIGN MINISTER AND MINISTER FOR ECONOMIC DEVELOPMENT--WAS GIVEN FULL MILITARY HONOURS IN AN AIRPORT CEREMONY WHICH ALSO INCLUDED A COLOURFUL PERFORMANCE BY TRIBAL DANCERS AND DRUMMERS.

    GENERAL GOWON WELCOMED THE BRIGADIER WITH AN APPEAL FOR GREATER UNDERSTANDING AND CO-OPERATION BETWEEN THEIR TWO COUNTRIES. HE ALSO APPEALED TO HIS VISITOR TO GUIDE AFRICAN LEADERS TOWARDS A RE-AFFIRMATION OF THE PRINCIPLES OF SOVEREIGNTY AND NON-INTERFERENCE INSCRIBED IN THE CHARTER OF THE ORGANISATION OF AFRICAN UNITY.

    GENERAL GOWON PREFACED HIS EXPRESSIONS OF SUPPORT FOR THE NEW REGIME IN GHANA WITH A REMINDER THAT BOTH HE AND BRIGADIER AFRIFA WERE CO-GRADUATES OF THE SANDHURST BRITISH MILITARY ACADEMY:
