    MR. SANDYS INVITED THE MALTESE LEADER TO LONDON FOLLOWING THE RECENT REFERENDUM, IN WHICH THE ISLAND'S VOTERS NARROWLY APPROVED THE CONSTITUTIONAL PROPOSALS.

    MAY 31 WAS THE ORIGINAL DATE FOR INDEPENDENCE, BUT LONDON DIPLOMATIC CIRCLES THINK THIS NOW UNLIKELY, BECAUSE OF POLITICAL DISSENSION ON THE ISLAND OVER THE REFERENDUM.

    THE GOVERNMENT WON BY 10,000 VOTES, BUT THERE WERE 9,000 SPOILT BALLOT PAPERS, AND MALTA'S MAIN OPPOSITION LEADER, MR. DOM MINTOFF, CLAIMED IT WAS A "COMPLETE DEFEAT" FOR THE VALETTA ADMINISTRATION.

    MR. MINTOFF, WHOSE PARTY OPPOSED THE REFERENDUM'S PROPOSALS, STILL WANTS AMENDMENTS CURTAILING THE POWER OF THE ROMAN CATHOLIC CHURCH IN THE ISLAND'S POLITICS.
