    London's second big airport, Gatwick, is expected to open right on time, on May 14th, a great achievement.

    It is intended to operate as the main diversion airport for London Airport, and as the base for Continental, Channel Islands, and special charter services.

    A vast runway has been built, control towers and radar installations have gone up. And all in time for the holiday rush.

    But Government economy measures will prevent Gatwick opening as one of the world's great airports, as was intended at the planning stage. For little more than half the main air terminal that was planned will be completed. A temporary wall will cut off at the point where the rest should be.

    The 340,000 passengers who will pass through it in its first year will find only one, instead of three, covered corridors along which they will walk to and from 'planes. Phase One only of the ambitious Gatwick project will be completed. Phase Two - building two other covered corridors and completing the terminal - was to have been put in hand immediately, but the Government has called a halt. Whether or not further work will be done must, according to a Ministry of Civil Aviation official, depend on what business is like in the coming year.
