    24,000 GIBRALTARIANS MAY HAVE THEIR FUTURE DECIDED FOR THEM IN LONDON THIS WEEK. FOR THIS WEEK SPAIN AND BRITAIN MEET AT FOREIGN MINISTER LEVEL TO TRY TO IRON OUT THE 250-YEAR-OLD DISPUTE OVER OWNERSHIP OF THE BARREN PENINSULA THAT STANDS SENTINEL AT THE WESTERN ENTRANCE TO THE MEDITERRANEAN.

    GIBRALTAR IS OFTEN SAID TO BE MORE BRITISH THAN BRITAIN. THE GIBRALTARIANS THINK OF THEMSELVES ALMOST AS LONDONERS AND SEE THEIR FUTURE IN CLOSE ASSOCIATION WITH BRITAIN. THIS WAS STRESSED AT THE UNITED NATIONS IN 1964 WHEN THE COLONY'S CHIEF MINISTER, SIR JOSHUA HASSAN, TOLD THE COMMITTEE ON COLONIALISM THAT THE ROCK DID NOT WANT TO BECOME INDEPENDENT OR TO BECOME SPANISH; IT WANTED TO STAY BRITISH.

    GIBRALTAR WAS CAPTURED BY BRITAIN IN 1704 AND RECOGNISED BY SPAIN AS A BRITISH TERRITORY IN 1713 WITH THE TREATY OF UTRECHT. BUT SPAIN NOW CLAIMS THAT BRITAIN HAS EXCEEDED HER TREATY RIGHTS BY BUILDING INSTALLATIONS OUTSIDE THE BOUNDARY AND ALSO BY THE CONSTITUTIONAL CHANGES WHICH HAVE GIVEN GIBRALTAR INTERNAL SELF-GOVERNMENT. SPAIN WILL UNDOUBTEDLY DEMAND AT THE TALKS THAT BRITAIN DROPS PLANS TO GIVE FULLER INDEPENDENCE TO THE GIBRALTARIANS.

    AFTER THE DISPUTE HAD BEEN PUT BEFORE THE UNITED NATIONS, SPAIN PUT NEW RESTRICTIONS ON TRAFFIC ACROSS THE FRONTIER WITH GIBRALTAR. THESE LIMITED SPANISH WORKERS CROSSING INTO THE COLONY AND PREVENTED GIBRALTARIANS FROM LIVING IN SPAIN. ONE OF THE RESTRICTIONS STOPPED SPANISH WORKERS FROM SPENDING ANY OF THEIR PAY PACKET ON THE ROCK.

    THE EFFECT OF THE RESTRICTIONS WAS TO DRASTICALLY CUT DOWN TOURIST TRAFFIC; REDUCE THE NUMBER OF SPANISH WORKERS IN GIBRALTAR; AND MAKE THE GIBRALTARIANS MORE PRO-BRITISH THAN EVER.

    THIS IS VERY MUCH A TIME OF DEVELOPMENT IN GIBRALTAR AND NEW HOTELS ARE MUSHROOMING UP OFFERING GAMBLING FACILITIES. ALTHOUGH GIBRALTAR'S COASTLINE MAY NOT RIVAL THE RIVIERA, THE DUTY FREE GOODS ARE A MAJOR ATTRACTION.

    MODERN WEAPONS ARE REDUCING GIBRALTAR'S IMPORTANCE AS A NAVAL BASE, BUT NATO SHIPS GATHER THERE FROM TIME TO TIME FOR EXERCISES, AND THE DOCKS ARE AN IMPORTANT PART OF THE ECONOMY.

    ALTHOUGH GIBRALTAR WILL NOT BE DIRECTLY REPRESENTED AT THE FORTHCOMING TALKS WITH SPAIN, ITS PEOPLE HAVE LEFT THE BRITISH GOVERNMENT IN NO DOUBT ABOUT THEIR WISHES FOR THE FUTURE.
