    TRANSCRIPT: ADLAI STEVENSON: THE SOVIETS NOW DECLARE THEIR INTENTION TO TEST SUPER BOMBS, INSPITE OF REPEATED REQUESTS BY THE UNITED NATIONS GENERAL ASSEMBLY THAT ALL TESTING BE STOPPED - REQUESTS THAT THEY THEMSELVES STRONGLY SUPPORTED. THE STORY RECORD OF SOVIET OBSTRUCTION AND DUPLICITY IN THE GENEVA TEST BAN NEGOTIATIONS HAS COME TO AN END. WHEN THE SOVIETS RESUMED TESTS, THE PROSPECTS FOR CURBING THE THERMO-NUCLEAR ARMS RACE WILL BE CRIPPLED AND THE CHANCES FOR PREVENTING THE SPREAD OF NUCLEAR WEAPONS DESTROYED, WITH UNPREDICTABLE CONSEQUENCES TO THE HEALTH AND SECURITY OF THE HUMAN RACE.



    IF THE SOVIETS ARE ATTEMPTING TO INTIMIDATE THE WESTERN POWERS BECAUSE WE INTEND SO DEFEND THEIR RIGHTS AND DUTIES IN BERLIN, THEY ARE GROSSLY MISJUDGING THE PRESENTMENT OF ALL NATIONS, LARGE AND SMALL, AGAINST THREATS AND INTIMIDATION.
