SYNOPSIS: In the Khmer Republic on Saturday Government troops evacuated a hill commanding Phnom Penh's northern defensive perimeter only eight miles from the city. The decision to withdraw was taken after Communist troops out off a garrison on the hill -- called Phnom Baset -- from a larger Government force which had arrived as brief reinforcement only three days before.

There was light fighting on Saturday between the Communists and Government troops withdrawing to rejoin the main force positioned on a dirt perimeter road. Military sources said the Government garrison on the hill had be suffering heavy losses for days before the evacuation, and that food and water had been in short supply.

Military sources also added that earlier supply drops had been falling into the hands of Communist units lower down the hill. During the evacuation, aircraft kept up a constant delivery of arms, ammunition, and medical supplies.

Despite constant American Cobra helicopter fire onto Communist positions, about 200 troops had manage to reach the summit, and further airstrikes failed to dislodge them. With the evacuation of Phnom Baset, observers say the Communists are now in a position to mount accurate fire on Phnom Penh itself, and on petrol storage depots on the outskirts of the capital. The hill also commands the northern defensive perimeter for miles on either side.
