Background: Mr. Murphy, the American 'good offices' negotiator in the France-Tunisian dispute, had luncheon with French Prime Minister Gaillard today on his arrival from Tunis. He left later for London. Neither French nor American spokesmen would give any information about the meeting. Mr. Murphy called earlier on M. Gaillard to discuss the Tunisian dispute before leaving for North Africa for talks with the leader of the other 'interested party', President Borguiba. It is understood that the Tunisian conditions for a settlement are that French troops should evacuate all points except Bizerta before March 20, and withdraw from Bizerta before the end of the year.
