Peace talks between Lebanon's president-elect, Mr. Elias Sarkis, the Palestinian leader, Mr. Yasser Arafat and Syrian and Arab League representatives have failed according to the right-wing Falangist Radio Station in Beirut.
SYNOPSIS: The talks took place on Sunday (19 September) at the eastern Lebanese summer resort of Shtoura. It was the latest meeting in a series of discussions between the four sides to try and work out a peaceful solution to the 17 month old civil war. Mr. Sarkis was the first to arrive for the talks which took place against a background of continued fighting in many areas of Lebanon. According to Reuters, the outlook for progress was not encouraging. Mr. Sarkis has said that he wants to take over the presidency in an atmosphere of temporary truce and diplomatic optimism. He formally succeeds Mr. Suleiman Franjieh as President on Thursday (23 September). The Falangist radio quoted Syrian officials as saying that no positive results were achieved at the walks
Mr. Arafat raised the question of Syrian troop withdrawals from Lebanon. However, Reuters said that the Palestinian leader received no indication at the discussions as to whether the Syrians would pull out of Lebanon. Its estimated that Syria has about 13,000 men in Lebanon.
The four sides first met last Friday (17 September) in Shtoura in moves to try and pave the way to a lasting and peaceful solution of the Lebanon crisis. Mr. Sarkis has also visited Cairo and Damascus as part of his peace initiative.
