    WARSHIPS FROM BRITAIN AND SPAIN WERE IN POSITION AROUND GIBRALTAR YESTERDAY ON THE EVE OF THE OCTOBER 1ST DEADLINE SET BY THE UNITED NATIONS FOR BRITAIN TO HAND THE TERRITORY BACK TO THE SPANISH. THE BRITISH GOVERNMENT EARLIER MADE IT CLEAR IT WOULD IGNORE THE U.N. ULTIMATUM.

    THE RECOMMENDATION FOR A TRANSFER OF SOVEREIGNTY WAS APPROVED BY THE UNITED NATIONS GENERAL ASSEMBLY IN DECEMBER, 1968, FOLLOWING A SERIES OF DEMANDS BY SPAIN. BUT THESE RECOMMENDATIONS ARE NOT BINDING AND BRITAIN IS REFUSING TO ABIDE BY THIS ONE. IN THE WEEK BEFORE THE DEADLINE, THE BRITISH FOREIGN MINISTER MR. MICHAEL STEWART TOLD THE UNITED NATIONS THAT GIBRALTAR WAS SMALL ON THE MAP, SMALL IN ITS POPULATION BUT OF GREAT IMPORTANCE FOR THE PRINCIPLES INVOLVED.

    GIBRALTAR WAS FIRST SETTLED IN 711 BY THE MOORS AND ITS OWNERSHIP WAS DISPUTED BETWEEN THEM AND SPAIN FOR HUNDREDS OF YEARS. IN 1462 THE MOORS WERE DRIVEN OUT AND SPAIN HELD GIBRALTAR UNTIL 1704 WHEN IT FELL TO AN ANGLO-DUTCH FLEET - DURING THE WAR OF THE SPANISH SUCCESSION. NINE YEARS LATER THE ROCK WAS CEDED TO BRITAIN UNDER THE TREATY OF UTRECHT.

    THREE TIMES WITHIN A HUNDRED YEARS SPAIN HAS TRIED TO REGAIN GIBRALTAR. IN THE LATEST CAMPAIGN, THE SPANISH CLOSED THEIR LAND FRONTIER WITH THE PENINSULA, WITHDREW NEARLY 5,000 SPANISH WORKERS AND SUSPENDED THE LOCAL SEA FERRY SERVICE.
