    Background: As part of a diplomatic mission to further links between Latin American countries and his own nation,south African Prime Minister, John Vorster, arrived in Montevideo on Sunday (17 August)
    He had come from Paraguay, the other country on his South American itinerary, and was flanked by the chiefs of South Africa's Security Bureaux.

    The visit was described as private, but Mr. Vorster was expected to hold talks with Foreign Minister Juan Carlos Blanco, who was at the airport to meet him . He was also scheduled to call on President Juan Maria Bordaberry.

    Mr. Vorster's Uruguayan visit was to end with a news conference at which he poked fun at Uganda's President Idi Amin's call to arms against South africa. Mr. Vorster told newsmen that Africa was his continent, and should not be judged by Amin's eccentricities.
