    ONE MAN WAS ARRESTED AND A WOMAN TAKEN TO HOSPITAL WHEN GANGS OF WHITE MEN ATTACKED WOMEN OF THE "BLACK SASH" MOVEMENT OUTSIDE THE CITY HALL IN JOHANNESBURG, SOUTH AFRICA, MAY 23. THE WOMEN WERE PROTESTING AGAINST THE WIDE-RANGING SABOTAGE BILL, WHICH INTRODUCES THE DEATH PENALTY FOR SABOTAGE AND ESTABLISHES A MINIMUM PRISON SENTENCE OF FIVE YEARS.

    THE WOMEN, FEARING THAT CRITICISM OF THE GOVERNMENT AND PUBLIC PROTESTS WILL BE STIFLED, SET UP HANGING EFFIGIES HOLING SUCH PLACARDS AS "HE WENT ON STRIKE" AND "HE PAINTED A SLOGAN". THEY KEEP VIGIL BESIDE A "FLAME OF FREEDOM" WHICH HAS BEEN BURNING SINCE MAY 17.

    MEMBERS OF THE "BLACK SASH" MOVEMENT (SO NAMED BECAUSE THEY WEAR BLACK SASHES) HAVE TAKEN PART IN VARIOUS PROTESTS - NOTABLY AGAINST APARTHEID.

    WHEN THE WOMEN WERE FIRST ATTACKED POLICE PUT A CORDON AROUND THEM, BUT THE MEN BROKE THROUGH THE POLICE LINES, TEARING DOWN THE POSTERS AND HITTING OUT WILDLY WITH THEIR FISTS. AT ONE POINT A CROWD OF MEN SURGED UP THE CITY HALL STEPS AND OVERWHELMED A GROUP OF "BLACKED SASH' WOMEN WHO HAD EARLIER BEEN PELTED WITH FISH, EGGS, AND VEGETABLES. ABOUT THIRTY POLICE VAINLY ATTEMPTED TO KEEP ORDER.
