    HUNDREDS OF THOUSANDS OF CHINESE IN SUMATRA ARE SAID TO BE SUFFERING FROM THE INDONESIAN - "BACKLASH" - RACIAL RESENTMENT AGAINST PEOPLE OPENLY ACCUSED OF SUPPORTING THE ATTEMPTED COMMUNIST COUP 13 MONTHS AGO. SOME 6,000 CHINESE, INCLUDING MEN, WOMEN AND CHILDREN, HAVE BEEN HERDED INTO MAKESHIFT REFUGEE CAMPS TO AWAIT REPATRIATION TO THE PEOPLE'S REPUBLIC OF CHINA.

    MANY OF THESE "REFUGEES" HAVE NEVER BEEN TO THE PEOPLE'S REPUBLIC OF CHINA AND LOOK ON INDONESIA AS THEIR HOME. THE CAMPS, ON DIRT ROADS IN THE TROPICAL HINTERLAND OF SUMATRA, ARE SAID TO BE SIMMERING WITH POTENTIAL VIOLENCE. VISITORS TO THE CAMPS ARE MET BY SULLEN, THREATENING GROUPS OF YOUTHS BRANDISHING CLUBS AND SHARPENED BAMBOO STAVES. ATTEMPTS TO PHOTOGRAPH THEM ARE MET BY A HAIL OF STONES, DESPITE THE PRESENCE OF ARMED INDONESIAN GUARDS. ONE CAMP IS AT A DISUSED CHINESE SECONDARY SCHOOL.

    THE CHINESE MOST AFFECTED ARE HOLDERS OF "PEKING" PASSPORTS, WHO FAILED TO ACCEPT PRESIDENT SUKARNO'S OFFER IN 1958 TO CHOOSE INDONESIAN CITIZENSHIP.

    SUMATRA, A HUGE MOUNTAINOUS ISLAND, RICH IN OIL, RUBBER, TOBACCO AND OTHER PRODUCTS, HOLDS THE WORLD'S LARGEST OVERSEAS CHINESE COMMUNITY. MORE THAN 200,000 CHINESE LIVE IN MEDAN, PROVINCIAL CAPITAL OF NORTHERN SUMATRA, AND CLOSE TO 70 PER CENT OF THE ESTIMATED TWO TO THREE MILLION CHINESE IN INDONESIA MAKE THEIR HOME IN SUMATRA. SOME TRACE THEIR ROOTS BACK FOR THREE CENTURIES. THEY HAD MAINLY BECOME TRADERS.

    THE ANTAGONISM OF THE INDONESIANS WHIPPED UP INTO THE RACIAL "BACKLASH" AFTER THE ATTEMPTED COUP. A LIVER FROM CANTON, PEOPLE'S REPUBLIC OF CHINA, IS ANCHORED OUTSIDE MEDAN READY TO TRANSPORT 1,000 REFUGEES PER TRIP ONCE THE INDONESIAN AUTHORITIES DECIDE ON THE REFUGEE LIST. BUT REPATRIATION WILL BE SLOW, SINCE THE PEOPLE'S REPUBLIC OF CHINA HAS ONLY PROVIDED ONE SHIP AND INDONESIA HAS REFUSED TO PROVIDE ANY.
