    IN BROAD OUTLINE, THE MESSAGE ENDORSES THE PHILOSOPHY OF THE LATE PRESIDENT KENNEDY, AND CALLS FOR SWIFT CONGRESSIONAL ACTION ON CIVIL RIGHTS, TAX CUTS, MEDICAL CARE FOR THE AGED, AND A COMPREHENSIVE HOUSING PROGRAMME.
