    THE 50-MINUTE PARADE OF TANKS AND TROOPS, MARKING THE OVERTHROW OF THE NGO DINH DIEM REGIME IN 1963, WAS WATCHED BY DIGNITARIES FROM 23 COUNTRIES. LAST YEAR'S VIET CONG SHELLING LEFT EIGHT PEOPLE DEAD AND 26 WOUNDED.

    BUT THERE WAS NO SIGN OF TERRORIST ACTIVITY IN THE HEAVILY-GUARDED CITY CENTRE AS NEWLY-INAUGURATED PRESIDENT NGUYEN VAN THIEU ARRIVED TO A 21-GUN SALUTE, ACCOMPANIED BY VICE-PRESIDENT NGUYEN CAO KY.

    THE PRESIDENT, WHO ANNOUNCED IMMEDIATELY AFTER HIS INAUGURATION THAT HE PLANNED NEW PEACE MOVES TOWARD THE NORTH VIETNAMESE, TOOK THE SALUTE FORM SOUTH VIETNAMESE, AMERICAN, AUSTRALIAN, NEW ZEALAND, SOUTH KOREAN, FILIPINO AND THAI TROOPS. ONE OF THE CONTINGENTS MARCHING PAST THE DAIS WAS THE "PROPAGANDA CADRE", WHICH INCLUDES MANY FORMER VIET CONG.

    SKYRAIDER FIGHTER AIRCRAFT TRAILED RED AND YELLOW SMOKE ACROSS THE CITY AS THE TANKS, ARMOURED CARS AND TROOPS FILED PAST.

    AMERICAN VICE-PRESIDENT HUBERT HUMPHREY, WHO HAD ATTENDED PRESIDENT THIEU'S INAUGURATION CEREMONY, WAS NOT AT THE PARADE. HE FLEW OUT TO VISIT AMERICAN TROOPS IN THE FIELD AND WAS REPRESENTED BY UNITED STATES AMBASSADOR ELLSWORTH BUNKER.
