Background: The blockade imposed upon the Gizenga Government in Stanleyville several months ago, was lifted by the Leopoldville administration April 18, when the fully laden "Kwamouth" steamed up the Congo river to re-establish normal traffic with the pro-Lumumbist regime of the Congo Republic.

Intended as a gesture of goodwill following the success of conciliation efforts between the two factions, the "Kwamouth" carried food, vehicles, and supplies. Before she left Leopoldville a short official ceremony was held aboard... after Congolese soldiers had thoroughly searched their baggage for concealed weapons.

General Mobutu, the Congolese Commander-in-Chief, was given a hero's welcome on his arrival back in Leopoldville April 19 from Bumba on the Equator-Orientale border, where he claims to have reached agreement with General Lundula, commanding troops in Stanleyville, on uniting the two forces under one command.
