Background: The Northwestern state of Gujarat has been devastated by a cyclone which swept across it on November 7. The death toll was said to be around 300, but it could possibly be higher. A government spokesman said that some 4.5 million people in 4,500 villages had been affected. More than 57,000 dwelling had been damaged or destroyed. The Indian Prime Minister, Mrs. Indira Ghandi, has flown over the region to see the damage. Many villages are being evacuated.
