    PRESIDENT KAUNDA ARRIVED IN DAR-ES-SALAAM ON FRIDAY FOR EMERGENCY TALKS WITH PRESIDENT NYERERE. PRESIDENT KAUNDA SAID THAT HE THOUGHT THE ACTION OF DECLARING A STATE OF EMERGENCY IN RHODESIA WAS "AN ACT OF MADMEN".

    PRESIDENT KAUNDA REQUESTED THE MEETING WITH PRESIDENT NYERERE AT VERY SHORT NOTICE AND HE ARRIVED IN DAR-ES-SALAAM JUST AS RHODESIA'S PRIME MINISTERS, MR. IAN SMITH, DECLARED THE STATE OF EMERGENCY IN RHODESIA.

    AT THE END OF HIS 24 HOUR VISIT, PRESIDENT KAUNDA TOLD REPORTERS THAT THE MAIN SUBJECT THEY HAD DISCUSSED HAD BEEN THE POSSIBILITY OF A RHODESIAN UNILATERAL DECLARATION OF INDEPENDENCE (U.D.I.) AND THAT THEY WOULD PROBABLY HAVE FURTHER TALKS ON THE SUBJECT. THE ZAMBIAN LEADER SAID THAT THEY HAD ALSO DISCUSSED THE PROPOSED RAIL LINK BETWEEN TANZANIA AND ZAMBIA.

    TANZANIA COULD PLAY AN IMPORTANT PART IN KEEPING LINKS OPEN TO ZAMBIA SHOULD THE RHODESIAN SITUATION RESULT IN ZAMBIA LOSING HER COMMUNICATIONS SOUTHWARDS. DAR-ES-SALAAM, WITH ITS SEAPORT, COULD PROVIDE A BASE FOR ANY AIRLIFT UNDERTAKEN TO ASSIST ZAMBIA.
