    The number of people arrested in India under the state of emergency declared by Mrs. Indira Gandhi, the Prime Minister, now totals 900.

    Full press censorship has been imposed, but newspapers were back on the streets of the Indian capital New Delhi on Saturday (28 June) for the first time since Thursday. They had been prevented from publishing by protracted power cuts.

    People arriving for a rally outside Mrs. Gandhi's residence were told rallies had been banned.

    And, as an extension of the emergency measures, Indian President Fakhruddin Ali Ahmed on Friday (27 June) issued an order suspending resource to the courts under articles of the Constitution dealing with equal rights, protection of life and personal liberty and protection against arrest and detention in certain cases.

    Mrs. Gandhi, explaining her Government's reasons for imposing the state of emergency, said she suspected forces outside India had encouraged opposition groups to indulge in Nazism aimed at destroying democracy.

    She said the emergency was not an anti-democratic step, but an attempt to put the country back on the rails. She expressed the hope it would not last long and said public reaction had not been adverse, expect in Gujrat, where her ruling, Congress Party recently lost the state election to the Opposition Peoples' Front.

    Before the emergency, Mrs. Gandhi had been under mounting pressure since her High Court conviction on charges of alleged corrupt electoral practices, which, if upheld, would mean her removal from office. The appeal is due to be heard next month (July).
