    INTRODUCTION: The Prime Minister of Israel, Yitzhak Rabin, has criticised Egyptian President Anwar Sadat for his declared support for the Palestines newly-adopted harder approach on current Middle East peace moves. The Palestine National Council Congress, meeting in Egypt, ended a nine-day session on Sunday (20 March) by adopting a 15-point programme reaffirming its eventual aim to dismantle the Jewish state. The resolution also laid down harder conditions for any Palestinian attendance of the proposed reconvention of the 1973 Geneva Mid-East peace talks.

    SYNOPSIS: Mr. Rabin, speaking at the Hebrew University in Jerusalem at the opening of International Board of Governors' meeting, said the Palestinian's decisions justified Israel's refusal to negotiate with them directly.
