    BRITISH GOVERNMENT ENVOY, MR. JAMES BOTTOMLEY, RETURNED TODAY (TUESDAY) TO LONDON AFTER CONFIDENTIAL TALKS IN RHODESIA WITH THE RHODESIAN LEADER, MR. IAN SMITH, AND THE GOVERNOR, SIR HUMPHREY GIBBS.

    MR. BOTTOMLEY WILL PREPARE A REPORT ON HIS TALKS TO THE COMMONWEALTH SECRETARY, MR. GEORGE THOMSON, AND THE PRIME MINISTER, MR. HAROLD WILSON.

    THE CABINET IS BELIEVED TO HAVE ALREADY STUDIED PRELIMINARY REPORTS FROM MR. BOTTOMLEY CABLED FROM SALISBURY.

    THE ASSISTANT UNDERSECRETARY AT THE COMMONWEALTH OFFICE MADE NO STATEMENT TO THE PRESS AT LONDON AIRPORT WHERE A CAR WAS WAITING TO TAKE HIM TO THE COMMONWEALTH OFFICE AND IMMEDIATE DISCUSSIONS WITH SENIOR OFFICIALS.

    RHODESIA UNILATERALLY DECLARED INDEPENDENCE IN NOVEMBER 1965, BRITAIN HOPES FOR A NEGOTIATED SETTLEMENT OF THE CONSTITUTIONAL ISSUE.
