Background: In Moscow, United Nations Secretary General Kurt Waldheim has been holding talks with Soviet Foreign Minister Andrei Gromyko. On Tuesday (6 September) they discussed a wide range of issues including the dispute between Somalia and Ethiopia, and a new strategic arms limitation agreement.
SYNOPSIS: Mr. Waldheim said he believed the Soviet Union was seriously interested in concluding a new arms limitation pact with the United States. After two rounds of talks with Mr. Gromyko, he said he felt more optimistic about the prospects of an agreement that he had on the eve of the last session of negotiations.
But Western observers said the Soviet Union, which has frequently accused the United States of trying to obtain unilateral advantages with its own proposals, saw little sign of a break in the present deadlock. On the fighting between Ethiopia and Somalia, Mr. Waldheim said he and Mr. Gromyko deeply regretted attempts to change the existing boundaries.
