    A DUTCH PLANE CARRYING TROOPS -IN CIVILIAN CLOTHING - TO WEST NEW GUINEA MADE A REFUELLING STOP AT TOKYO INTERNATIONAL AIRPORT, JAPAN, FEB 10 DESPITE STRONG PROTESTS FROM THE JAPANESE FOREIGN OFFICE. CUSTOMS OFFICIALS KEPT CAMERAMEN AT BAY, AND THE TROOPS THEMSELVES REFUSED TO TALK TO REPORTERS.

    FROM THEIR AIRCRAFT - A "DC7C" OF K.L.M. - THEY WERE ESCORTED TO A SMALL FLIGHT LOUNGE AWAY FROM THE MAIN TERMINAL LOBBY. OF THE 45 PASSENGERS ON THE PLANE, ALL BUT THREE WERE YOUNG DUTCHMEN. THE OTHER PASSENGERS WERE TWO WOMEN AND A BABY. WHILE THEY WERE IN THE LOUNGE, JAPANESE CUSTOMS INSPECTORS SEARCHED THE AIRCRAFT FOR ARMS - BUT FOUND NOTHING.

    AN HOUR LATER, THE PASSENGERS REBOARDED THE AIRCRAFT FOR THE FLIGHT TO WEST NEW GUINEA. THIS WAS THE SECOND GROUP PASSING THROUGH JAPAN SINCE HOLLAND BEGAN THE MILITARY AIRLIFT IN RESPONSE TO CLAIMS ON THE TERRITORY BY PRESIDENT SOEKARNO OF INDONESIA. THE "DC7C" WAS USED INSTEAD OF A "DC8" JET. THE JAPANESE AUTHORITIES, AFTER PROTESTS FROM INDONESIA, SAID THE "DC8" COULD NOT LAND BECAUSE INSUFFICIENT NOTICE HAD BEEN GIVEN OF ITS ARRIVAL.

    DUTCH PROPELLER AIRCRAFT USUALLY PASS THROUGH TOKYO BOUND FOR WEST NEW GUINEA. THE JAPANESE COULD NOT STOP THE SCHEDULED PLANE FROM LANDING, BUT POINTED OUT THAT SUCH FLIGHTS ARE NOT SUPPOSED TO BE USED FOR "NON-COMMERCIAL FLIGHTS".
