    Israel on Tuesday (23rd October 1973) urged the European Security Conference in Geneva, Switzerland, to suggest procedures for preventing and dealing with hi jackings and the holding of hostages. Israel's Ambassador to Switzerland, Aryeh Levavi, told the 35-nation meeting that problems of terrorism called for "united and drastic action."
    The Ambassador submitted a three-page memorandum outlining his government's views on security links between the Mediterranean and Europe, and proposing action against terrorism. He said all countries should aim to secure acceptance of the conclusion that to grant help or asylum to terrorist groups represented a grave danger to the peace and security of all.

    Israel was the third non-member Mediterranean country to address the conference, which is now in its second phase.

    SYNOPSIS: At congress House in Geneva on Tuesday Israel became the third non-member Mediterranean State to address the European Security Conference. Israel's Ambassador to Switzerland, Mr. Aryeh Levavi, seen arriving, spoke at the meeting. He submitted a three-page memorandum containing his Government's views on security links between the Mediterranean and Europe, and on ways to curb terrorism.

    Mr. Levavi, in his speech, urged the thirty-five nation Conference to suggest procedures for preventing and dealing with hijackings and the holding of hostages. He called for united and drastic action against terrorist groups.

    The Ambassador said the aim of all countries must be secure the acceptance of the conclusion that to grant help or asylum to terrorist groups represented a grave danger to the peace and security of all. He added that the activities of these groups undermined any possibility of moving towards a relaxation of international tensions.

    The Conference, now in its second phase, had agreed to hear speeches from six Mediterranean non-members: Algeria, Tunisia, Israel, Syria, Egypt and Morocco
