  • Description

MORE THAN 2,000 SOMALIS FROM DJIBOUTI'S NATIVE QUARTER WERE ROUNDED UP BY FRENCH TROOPS YESTERDAY (WEDNESDAY) AS OPPOSITION HARDENED AMONG CRITICS OF THE RESULT IN THE REFERENDUM TO DECIDE WHETHER THE TERRITORY STAYED UNDER FRENCH TUTELAGE REGAINED INDEPENDENCE. THOSE ARRESTED WERE SENT TO A DEPORTATION CAMP IN THE DESERT.

THE ACTION WAS PART OF A DRIVE BY FRENCH SOMALILAND AUTHORITIES TO DISCOVER SOMALIS WHOSE PAPERS ARE NOT IN ORDER AND EXPEL THEM FROM THE COLONY - THE LAST OUTPOST OF FRENCH COLONIAL RULE IN AFRICA.

AS THEY DID SO THE SOMALI AMBASSADOR IN ADDIS ABABA, OMAR ARTEH, WARNED THAT IF FRANCE DID NOT CHANGE HER POLICY IN FRENCH SOMALILAND THE SOMALIS WOULD TURN THE PLACE INTO A HELL.

SOMALIA, WHICH HAS BEEN OUTSPOKEN IN FAVOUR OF INDEPENDENCE FOR THE SMALL BUT STRATEGICALLY IMPORTANT TERRITORY, HAS ALREADY SAID IT DOES NOT ACCEPT THE RESULT OF SUNDAY'S POLL.

IN DJIBOUTI MR. HASSAN GOULED, POLITICALLY SECRETARY OF THE POPULAR MOVEMENT PARTY ALSO SAID HIS PARTY WOULD BOYCOTT ANY GOVERNMENT FORMED AS THE RESULT OF THE REFERENDUM. SIXTY PERCENT OF THE ELECTORATE VOTED AGAINST INDEPENDENCE AND FOR CONTINUED FRENCH TUTELAGE.

ALL THE SOMALIS ROUNDED UP YESTERDAY BY FRENCH FOREIGN LEGIONNAIRES WERE FROM DJIBOUTI'S CROWDED SLUM AREA, KNOWN AS THE NATIVE QUARTER. THE AREA WAS SEALED OFF WITH BARBED WIRE WHILE THE TROOPS MADE A HOUSE-TO-HOUSE CHECK OF IDENTITY PAPERS.

BLOODY RIOTING BROKE OUT IN THE QUARTER ON SUNDAY AFTER THE REFERENDUM RESULTS HAD BEEN ANNOUNCED. THE OFFICIAL TOLL FROM THE RIOTS NOW STANDS AT 14 DEAD, BUT SOMALI SOURCES PUT THE TOTAL AT NEARLY 20, INCLUDING SOME THEY CLAIM WERE SHOT DURING THE DAWN-TO-DUSK CURFEW THAT HAS BEEN IN FORCE SINCE MONDAY NIGHT.
