    AT THE FOREIGN MINISTRY IN BONN TODAY (THURSDAY), THE WEST GERMAN SECRETARY OF STATE, MR. LAHR, SIGNED AGREEMENTS WITH TWO AFRICAN COUNTRIES, SENEGAL AND NIGER.

    THE SENEGAL AMBASSADOR, MR. IBRAHIM FALL, AND MR. LAHR SIGNED AN AIR TRAFFIC AGREEMENT ESTABLISHING AN AIR ROUTE BETWEEN THEIR COUNTRIES. IN JANUARY 1962, REPRESENTATIVES OF WEST GERMANY AND SENEGAL NEGOTIATED AND INITIALLED THE AGREEMENT: THE SIGNING TODAY RATIFIED THESE PROPOSALS. IN A SEPARATE EXCHANGE OF LETTERS, THE SCHEDULE OF FLIGHTS WAS AGREED UPON. THE WEST GERMAN AIR LINE, LUFTHANSA, WILL OPERATE THE SERVICE.

    AN HOUR LATER, MR. LAHR WAS MEETING THE NIGER AMBASSADOR, MR. SIDIKOU. TOGETHER, THEY SIGNED AN AGREEMENT TO ENCOURAGE ECONOMIC DEVELOPMENT IN THE AFRICAN COUNTRY. BASICALLY, THE AGREEMENT IS TO PROMOTE CAPITAL INVESTMENT BY THE WEST GERMANS. CLAUSES WHICH WERE INCORPORATED INCLUDE: PROTECTION AGAINST CONFIGURATION AND NATIONALISATION; FREE TRANSFER OF CASH TO AND FROM NIGER; FACILITIES FOR GERMAN BUSINESSMEN TO DEVELOP TRADE; AND THE ESTABLISHMENT OF LEGAL MACHINERY TO SOLVE ECONOMIC AND FINANCIAL DISPUTES.

    WRITTEN INTO THE AGREEMENT, TOO, IS A GERMAN PROMISE FOR A CAPITAL LOAN OF 12-MILLION DM AND TECHNICAL ASSISTANCE COSTING 4-MILLION DM.
