TRANSLATOR: "The essential basis which we have asked to be implemented in a peace solution in order for that peace solution to be guaranteed, and to be lasting, there is, first, that the North Vietnamese troops should withdraw totally to North Vietnam and any political solution of South Vietnam should be left for the South Vietnamese people alone, to decide between themselves. Throughout the years and throughout the world, people have hoped that there is a just and logical solution for the Vietnam war and in order for the right to self-determination of the South Vietnamese people be respected. That is that there is no interference or pressure from anybody under any form or from anywhere, and that the South Vietnamese people have the right to exercise their political rights in a free and democratic manner without coercion or pressure or reprisals.
