    TRANSCRIPT: SEQ. 3: McHENRY: "There is in the United States a unity of purpose. A disciplined sensitivity to the need for peace. A determination to search out for a peaceful means to bring this dispute to a just conclusion and also a determination to do what must be done to protect our fellow citizens and the rule of law. That unity of purpose is shared by all American. But, make no mistake. Beneath that discipline is seething anger which Americans properly feel as they witness on daily television new threats and outrages against our fellow citizens. Mr. President, the hostages must be freed."

Consequently, a it is duty bound to comply with the letter and spirit of the Vienna convention. such an obligation should not be ignored or disregarded under any circumstances. No argument could be advanced to justify an unwarranted disregard of a being treaty commitment. The concept of respect for obligations and fulfilment of undertakings is of paramount importance under Islamic law."

    Background: Following two days of debate on the Iranian crisis members of the United Nations Security Council are working on a resolution that is expected to be put to a formal vote. A total of 28 members and non members of the Security Council spoke during the two days and all agreed that the traditional rights and protection extended to diplomatic personnel and premises must be respected.

    SYNOPSIS: With delegates and United Nations Secretary General Kurt Waldheim seated one of the first to speak was United States Ambassador Donald McHenry.

    Later the French delegate Mr Jacques Leprett spoke.

    Mr Leprette called for the safe return, in accordance with international law, of the fifty hostages still being held in the United States Embassy in Teheran.

    Then came the Soviet ambassador, Mr. Oleg Troyanovsky.

    Mr Troyanovsky said that the Soviet Union, along with other members of the security Council would also support a resolution calling for the release of the hostages and their safe return to the United States. He restated the importance of the need for diplomatic personnel to be protected. One of the non members to speak on the second day of the special sitting was the Egyptian Ambassador Mr Ahmed Abdel Meduid.
