    Police patrolled the streets of Kampala, in Uganda's Buganda Province, after a store and Post Office run by the Byawise Bazaar's one remaining Asian trader had been destroyed by fire-raisers, Apr 9.

    He was awakened by the smell of blazing petrol early in the morning, to find his promises ablaze. African by-standers refused him assistance, and some carried away goods he and his wife had salvaged. Only after 90 minutes would the watchers even agree to report the fire at police head-quarters. Mr. Sumani, the trader, estimated his loss at GBP1,000, excluding Post Office property destroyed.

    In an attempt to check outrages, Buganda, Resident (government officer) Mr. Stone broadcast to the people of Buganda, Apr 7. He said that since trouble began, over a year ago, 93 incidents had resulted in 43 deaths, and 129 homes had been destroyed. Lawlessness frightened away foreign investment, hindering Buganda's development and preventing construction of schools and hospitals. He asked for everyone's help in preventing disorder.
