    THE FIRST WORLD FESTIVAL ON NEGRO ARTS -- AFRICA'S MOST AMBITIOUS CULTURAL EVENT EVER HELD -- OPENED IN DAKAR, CAPITAL OF SENEGAL, ON FRIDAY NIGHT. AMONG THE EUROPEAN OBSERVER DELEGATIONS AT THE FESTIVAL IS THAT LED BY LORD HAREWOOD OF BRITAIN.

    LORD HAREWOOD HAS BEEN CONCERNED IN BRITISH CULTURAL AFFAIRS, INCLUDING MUSIC AND DRAMA FOR MANY YEARS, AND IS AN HONORARY DOCTOR OF MUSIC. HE WAS ARTISTIC DIRECTOR OF THE EDINBURGH INTERNATIONAL FESTIVAL FROM 1961 TO 1965, AND AS A DIRECTOR OF THE ROYAL OPERA HOUSE AT CONVENT GARDEN AND CHAIRMAN OF THE MUSIC ADVISORY COMMITTEE OF THE BRITISH COUNCIL. ARRIVING IN DAKAR, HE WAS ASKED:
    THE DAKAR FESTIVAL, WHICH CONTINUES UNTIL THE 24TH OF THIS MONTH, HAS ATTRACTED ENTRIES IN PAINTING, SCULPTURE, THEATRE, BOOKS, FILMS AND MUSIC FROM 35 COUNTRIES. IT'S DESIGNED TO SHOW THE WHOLE OF CONTRIBUTION TO WORLD CIVILIZATION BY THE BLACK AFRICAN AND HIS DESCENDANTS SCATTERED ACROSS THE GLOBE.
