    Twenty five chiefs from all provinces in Northern Rhodesia met in Lusaka Feb 21 to hear reports on the London territorial Constitutional conference from the four chiefs who represented them at the talks. Chiefs attending the Lusaka meeting will in turn report progress to 300 other chiefs at meetings to be held in the provinces.

    Under the joint chairmanship of Chief Chikwanda of the Bamba, and Chief Mapanza of the Tonga, the assembled chieftains accepted the British Constitutional proposals as "an interim measure which provides some constitutional development for Africans". They said, however, that they wanted a lowering of the franchise qualifications and repeated their view that there should be an African majority in the Northern Rhodesia Legislative and Executive Councils.

    They expressed "great concern" at the call-up of European troops last week-end said this might be a provocation even to law-abiding Africans.

    The British proposals - rejected by Sir Roy Welensky and the Federal Cabinet - provide for a "substantial increase" in African representation in Northern Rhodesia's Parliament. The total elected membership would be increased from 22 to 45 through a voting system of upper and lower rolls. And the number of African voters would be increased ten times to about 70,000.
