    Canada and the Soviet Union on Wednesday (19 May) agreed to hold regular consultations on political, economic, cultural, and environmental topics at least once a year. The agreement came in a protocol signed by Canadian Prime Minister Pierre Trudeau and Soviet Prime Minister Alexei Kosygin. It is only the second agreement of its kind the Soviet Union has signed with a member of the NATO alliance--the first was signed with France.

    Mr. Trudeau, the first Canadian head of government to visit the Soviet Union, arrived in Moscow Monday night. His twelve day stay in the country will include a provincial tour, taking him to the Ukraine, the far north of Siberia, and central Asia.

    Wednesday's protocol signing occurred during the second round of talks between the two Prime Ministers. On Tuesday, (18 May) Mr. Trudeau was the guest of honour at a Kremlin luncheon, during which Mr. Kosygin hinted that the Soviet Union may wish to speak primarily on the reduction of foreign forces in Europe.

    SYNOPSIS: Canadian Prime Minister Pierre Trudeau began talks with Soviet Prime Minister Alexei Kosygin in Moscow on Tuesday. Mr. Trudeau is the first Canadian head of government to visit the Soviet Union. He arrived in Moscow Monday night for a twelve day stay, which will include a six-city tour of the country.

    The Soviet Prime Minister has made a point, during Mr. Trudeau's stay, of emphasising the Soviet call for talks on force reductions in Central Europe. The Canadian Prime Minister, however, has indicated that he is primarily interested in stressing the two countries' common interests in the Arctic. After this meeting, at a luncheon at the Kremlin, Mr. Kosygin said that there are lively discussions in several countries concerning the possibilities of reducing foreign troops in Europe.

    In the second round of talks on Wednesday, Mr. Trudeau was able to gain something positive to show for his visit to the Soviet Union. He and Mr. Kosygin signed an agreement, which calls for Canada and the Soviet Union to hold regular consultations on political, economic, cultural, and environmental topics at least once a year.
