    HERZOG: "In any of the Arab speeches you will not find one word, not one word, about what you can give to israel. It's all what can israel give. And you get the Syrian representative saying it is true that a criminal would not be discussing my absence from the council chamber. Well a criminal would not feel very much at ease in the court room where his crimes are being considered by a judge. Is that what we were called in there for, to be judged? Or are we supposed to be negotiating as equal partners in the Middle East solution? And if you go through the Arab speeches at this Security Council you can have no better support, no better vindication of our attitude to this council meeting.



    (HERZOG): Now, as to the political rights, we have said that we are prepared to negotiate the whole issue of the Palestinian Arabs within the framework of the peace treaty between Israel and Jordan. The situation at the moment is that 80 per cent of mandatory Palestine is today is Jordan and 80 per cent of the Palestinian Arabs live today in what is Jordan, Israel, the West Bank, and Gaza. And it makes sense that this issue is primarily one which Jordan and Israel are seized and we are prepared to negotiate that."

    Background: Israeli ambassador Chaim Herzog, who is boycotting the current Security Council debate on the Middle East at the United Nations, told a news conference on Thursday (15 January) that the Council is skirting the main issues.

    Mr. Herzog has accused Syria and the Palestine Liberation Organisation (PLO) of plotting to destroy the ways towards peace in the Middle East.

    The ambassador said his country was prepared to negotiate with its Arab neighbours but not with the PLO. He described the PLO as a terrorist organisation that represented no-one, was not a state and did not purport to be a state.

    Mr. Herzog said the United Nations was gradually being turned by "a group of despots led by the Syrians and the PLO into the war-mongering centre of the world".

    Mr. Herzog told newsmen that all Arab speeches at the Security Council asked what Israel could give. They never asked what could be given to Israel.

    He said that Israel is prepared to negotiate the whole issue of the Palestinian Arabs within the framework of the peace treaty between Israel and Jordan.

    Mr. Herzog charged the Security Council with "fiddling" on the Middle East question "while Lebanon is burning". He said the casualties there are much greater than those of the entire October War.
