THIOUNN: "On its (indistinct) issued on 16 August, the Permanent Mission of Cuba declared that Cuba as host country decided to invite the puppet regime of Phnom Penh with the object being that it review its rights in the movement of non-aligned countries. This has met with the strong opposition of many non-aligned members. We would like to state, as a rule, in its capacity as host country, or even as a future chairman of the non-aligned movement, Cuba has no right to decide on its own to invite to the conference who it wants and even that the representative of a regime not recognised by the movement. Cuba has a duty to refer the matter before hand to the decision of the movement. In having decided to invite the puppet regime of phnom Penh to participate in the summit conference, first, Cuba has over exerted its role as host country, secondly it has violated the decisions taken previously by various bodies of the non-aligned movement which recognise Democratic Kampuchea as a put the non-aligned movement before a fait accompli."

Background: The United Nations delegate who represents the ousted Kampuchean Pol Pot regime, Mr. Thiounn Prasith criticised Cuba on Tuesday (21 August) for inviting representatives of the new Vietnamese-backed Kampuchean government led by Heng Samrin to he non-aligned conference due to open in Havana on the 30 the of August. Mr. Prasith said Cuba had issued the invitation without the agreement of other non-aligned member in the hope of presenting the movement with a "fait accompli".
