Background: TRADE MINISTERS FROM 17 COMMONWEALTH COUNTRIES AND THREE BRITISH DEPENDENT TERRITORIES TODAY (MONDAY) BEGAN A TWO-DAY CONFERENCE AT MARLBOROUGH HOUSE IN LONDON. THEIR MAIN JOB IS TO PREPARE FOR NEGOTIATIONS, STARTING ON THURSDAY AT GENEVA, TO REVIEW THE GENERAL AGREEMENT ON TARIFFS AND TRADE (GATT).

DELEGATES WERE GREETED BY THE PRESIDENT OF THE BRITISH BOARD OF TRADE, MR. ERROLL, AND HIS MINISTERIAL COLLEAGUES, MR. SANDYS (COMMONWEALTH SECRETARY) AND MR. SOAMES (AGRICULTURE).

BECAUSE OF THE DIFFERENCE IN NATIONAL INTERESTS, THE COMMONWEALTH MINISTERS ARE NOT EXPECTED TO FORMULATE ANY SINGLE COMMONWEALTH POLICY WHEN THE GATT CONFERENCE DISCUSSES TARIFF CUTS PROPOSED BY PRESIDENT KENNEDY NUMERICALLY, THROUGH, THE MINISTERS WILL REPRESENT JUST OVER ONE-THIRD OF ALL DELEGATIONS GOING TO GATT.

THE LONDON MEETING ALSO IS EXPECTED TO CONSIDER THE WORLD TRADE SITUATION IN THE LIGHT OF BRITAIN'S FAILURE TO JOIN THE EUROPEAN COMMON MARKET AND LAST WEEK'S MEETING OF THE EUROPEAN FREE TRADE ASSOCIATION, WHICH AGREED TO ABOLISH INDUSTRIAL TARIFFS BY THE END OF 1966.
