    TRANSCRIPT: SEQ. 2: U THANT: "As I see the situation, the first essential step is to secure additional voluntary contributions in an amount sufficient to restore the solvency of United Nations, and that task having been accomplished, we can workout such accommodations as to ensure a sound financial basis for the organisation thereafter. I must admit in all frankness that the experience of the past provides little ground for optimism. Yet I see no reason for despair and still less for retaining to a policy of drift and deterioration. I'm convinced on the contrary that there is a common interest in liquidating the past so that a new and generally acceptable course, if one can be found, may be charted for the future. In this connection, in the absence of other initiatives, I therefore intend Mr President with the technical help of my principal aides on monetary and financial matters to give special and priority attention during the coming months to the organisation's financial situation and the means by which the difficulties have plagued us for so, long might best be overcome."

    U Thant's remarks on the financial crisis cast a sudden pall over the Assembly just when delegates had their spirits buoyed by a history-making vote of approval for a sweeping declaration of legal principles to govern the use and exploitation of the seabed outside national jurisdiction.
