The United States delegation arrived in Vienna? on Tuesday (14 April) for the resumption of the Strategic Arms Limitation Talks (SALT) and joined with the Soviet Union in pledging to conduct the negotiations in a constructive spirit.
The SALT discussions began in Helsinki in November where delegations were able to agree on a working program for further and deeper discussions.
Mr. Gerrard Smith, The Chief United States Delegate, said on arrival that his Government would do all it could to ensure progress in the talks. He added that the delegation would have some "very definite" proposals to discuss. He said he was in Vienna with President Nixon's hope that the United States and the Soviet Union could move along a road that promised peace and security for the world.
In the Soviet Union on Tuesday, Party Leader Leonid Brezhnev said the prospects for the talks "could be assessed as favourable" so long as the United States Government could overcome domestic pressures to continue the arms race.
The first session of the talks is on Thursday (15th April).
