    " I cannot of course, say anything to you , about the merits of the issues we have been called upon to investigate but there with regard to the spirit in which we approach our investigation , I would merely like to say this; the two countries China and Japan have both invited the League , both invited the assistance of the League and we are able therefore to count upon their cooperation and help, as indeed, we should of course expect from the past history of these two great countries - and lastly upon the fact that we are able , for the reasons I have menetioned, to approach our task not as a partisan or critic of either country , but with the object of being equally helpful to both"
