    HE URGED A WORLD MADE SAFE FOR DIVERSITY, ANNOUNCED THAT NEW U.S. PROPOSALS WOULD BE MADE AT THE GENEVA DISARMAMENT TALKS AND SAID AMERICA WOULD CUT BACK OUTPUT OF NUCLEAR EXPLOSIVES.

    THOUGH MOST OF HIS MESSAGE WAS DEVOTED TO DOMESTIC AFFAIRS, PRESIDENT JOHNSON ALSO GAVE ATTENTION TO FOREIGN POLICY. "WE MUST DEVELOP WITH OUR ALLIES NEW MEANS OF BRIDGING THE GAP BETWEEN EAST AND WEST," HE SAID. "WE INTEND TO BURY NO ONE -- AND WE DO NOT INTEND TO BE BURIED BY ANYONE."
