    PRESIDENT NYERERE OF TANZANIA TOLD A SPECIAL TANGANYIKA AFRICAN NATIONAL UNION CONFERENCE IN DAR ES SALAAM ON MONDAY THAT THE COUNTRY'S NEW SOCIALIST POLICIES WERE CONCERNED WITH SELF-RELIANCE, NOT WITH THE ERADICATION OF CAPITALISM OR THE EXPANSION OF PUBLIC OWNERSHIP. SEVEN HUNDRED DELEGATES ATTENDED THE CONFERENCE, WHICH WAS CALLED TO PUT THE FINISHING TOUCHES TO THE ARUSHA DECLARATION ON SOCIALISM.

    AMONG THOSE WHO ATTENDED THE MEETING WERE THE FIRST VICE-PRESIDENT, SHAIKH ABEID KARUME, TOP AFRO-SHIRAZI PARTY OFFICIALS AND REPRESENTATIVES OF TANU-AFFILIATED ORGANISATIONS. THEY HEARD PRESIDENT NYERERE SAY THAT HIS NEW POLICY WAS BASED ON THE NEEDS OF THE PEOPLE. THE INTRODUCTION OF THE PROPOSAL TO DEVELOP THE COUNTRY ALONG SOCIALIST LINES WAS FOLLOWED RECENTLY BY THE NATIONALISATION OF BANKS AND SEVERAL BUSINESSES. THE CONFERENCE IS EXPECTED TO LAST SIX DAYS. A SURPRISE SPEAKER AT THE OPENING WAS MR. SIMON KAPWEPWE, THE ZAMBIAN FOREIGN MINISTER.
