    The NATO (North Atlantic Treaty Organisation) Ministerial Council, which opened its two day annual Spring session on Tuesday (May 26), is expected to renew its two-year-old offer to the Warsaw Pact countries to discuss mutual and balanced reductions of military forces in Central Europe.

    Belgium and Britain called on NATO to open up exploratory talks with the Warsaw Pact and other European countries to test the feasibility of negotiations on East-West detente and European security. The talks would be used to establish if such negotiations could begin and what form they should take.

    Mr. Michael Stewart, the British Foreign Secretary, suggested that such exploratory talks could be held in a neutral city like Geneva or a neutral European Capital like Helsinki and that in making the proposal NATO should set a time limit for replies. NATO would want answers before its next ministerial session in Brussels in December.

    The Soviet Union and its allies have so far not taken up the two-year offer of talks.
